There are so many questions about whether or not different types
of therapy are covered under health insurance plans that there are good
reasons why occupational therapy is singled out to be looked at. Firstly

This sometimes is part of the problem in trying to determine whether this type of health care is covered under health insurance, in that it can apply to many different types of health-related situation, and each situation has to be evaluated separately and on its merits. It is probably fair to say as a general rule of thumb, that occupational therapy is generally seen as some type of rehab work, although this is not always true it is a general understanding.
Health insurance as a whole, does not really deal well with long-term care work that is needed, and does not on the whole do well with health promotion or health prevention. Most health insurance policies tend to focus on very specific health-related benefits and costs within the context of a very strict time frame. If an individual's health becomes what the insurance company would consider too much of a risk or liability they are likely to either significantly increase the cost or simply declined to renew the insurance policy.
Health insurance that operates on a purely commercial basis will look at something such as occupational therapy in purely financial terms, sadly, and evaluate whether or not it will cost them money.
